Enterprise Portfolio Management (EPfM) Dashboard Development- Technical PM

We are seeking a Technical Program Manager with strong enterprise delivery experience and DOD PPBE management consulting acumen to lead a mission-critical Enterprise Portfolio Management (EPM) dashboard initiative. The ideal candidate blends technical leadership, DOD financial process, strategy insight, and agency advisory experience. This role involves architecting and managing the development of executive-level dashboards and analytics capabilities using BluJuniper’s proprietary frameworks: Beacon© (EPM), North*Star© (Program Excellence Center), and Compass© (AI Governance).

This individual will collaborate with stakeholders across multiple organizations, lead discovery and technical implementation sessions, and drive actionable insights through data visualization and enterprise governance alignment.

Key Responsibilities

Stakeholder & Team Management

  • Lead cross-functional teams in Agile and SAFe-aligned environments.

  • Facilitate DOD executive briefings and workshops to align portfolio performance with strategic vision.

  • Ensure that all deliverables meet quality, technical, and functional standards.

Management Consulting & Client Advisory

  • Lead strategic client engagements by acting as both a technical advisor and transformation consultant.

  • Perform organizational assessments and capability maturity analysis to align governance, portfolio management, and IT operations with strategic objectives with PPBE process and goals

  • Guide clients through transformation roadmaps, identifying technology, process, and cultural enablers for modernization.

Technical Leadership & Delivery

  • Oversee and actively engage in the design and implementation of enterprise-grade dashboards and analytics, leveraging Power BI, Tableau, Qlik, or equivalent tools.

  • Define data architecture strategies and lead data mapping, integration, and modeling across legacy and modern systems (ERP, CRM, PMO tools).

  • Lead full-lifecycle delivery of integrated governance solutions, ensuring scalability, usability, and measurable value to the enterprise while aligning with agency specific processes and mandates.

  • Interface with system owners, architects, and analysts to integrate data pipelines and automate insights across program portfolios.

Internal Growth & Business Development

  • Contribute to BluJuniper’s internal process improvements and knowledge base development.

  • Provide technical expertise and leadership in proposal development, white papers, and solutioning for future federal and commercial contracts.

Required

  • Bachelor’s degree in Computer Science or related field.

  • 10+ years of experience in program/project management, including 5+ years leading technical implementations.

  • Demonstrated expertise in developing executive dashboards using Power BI, Tableau, Snowflake, Qlik, Jira Align, PlanView, Appian, UI Path, or equivalent tools. Certification in at least one of them.

  • Experienced in DOD including PPBE process and financial system management

  • Strong grasp of data governance, data modeling, and ETL processes.

  • Hands-on experience with enterprise systems (ERP, CRM) and integration of cross-domain data for portfolio decision-making within DOD

  • Experience with governance frameworks such as SAFe, ITIL, or PMI.

  • Demonstrated ability to operate at a management consultant level—advising C-level clients and driving organizational transformation.

  • Exceptional written and verbal communication skills; strong client-facing presence.

Preferred

  • Experience with federal financial or defense-related IT systems.

  • Knowledge of AI/ML integration in enterprise reporting and governance.

  • PMP, SAFe Agilist, or equivalent certification.

  • Interim Security Clearance is a plus
